France's Afghanistan decision raises worries

The Chesapeake Bay Trust, which aims to improve the bay's health, awarded the grant in April to make one town thoroughfare pedestrian-friendly and inviting for economic development as it filters stormwater that enters the Watts Branch, a tributary stream to the Anacostia River.

Here's a brief guide to some bulb basics, with help from Consumer Reports ratings, and a peek at what the future holds for the light bulb.

Bulbs can be divided into three main categories: incandescents, compact fluorescents (CFLs) and light-emitting diodes (LEDs). We're most familiar with incandescents, which make use of technology from over 100 years ago. These cost the least, but emit heat and use up the most energy. An incandescent lasts an average of 1,000 hours, or 125 days when used for eight hours a day.

More recently, halogen incandescent bulbs have become popular. The bulbs, which cost as little as $3 for two, look and behave like incandescents by dimming and turning on immediately, but use less energy. The Philips EcoVantage line, which became available in April, uses 28% less energy: A 72-watt bulb replaces a 100-watt, and a 43-watt bulb replaces a 60-watt. Halogen incandescents last as long as a traditional incandescent bulb.

Compact fluorescents, the spiral bulbs that became popular about five years ago, use less energy than incandescents but made a rough first impression. Compared with incandescents, compact fluorescents can appear harsher in color and most don't turn on immediately. They're made of glass, like incandescents, cost about $5 to $10 each and have an estimated average lifespan of 10,000 hours, or about 3 years at eight hours a day. They are estimated to save up to 85% more energy than standard incandescents, with a lifespan of 20,000 to 50,000 hours, or 20 to 40 years. At seven hours a day, one bulb could last an average of 17 years.

This has been implemented in an effort to reduce criticism that the Revolight might be distracting to other drivers.

"People are always going to provide feedback on potential negative features, and as innovators we welcome and test those concerns," Houk said. However, he emphasized that "the concept of the Revolight is not distracting, and its safety features far outweigh any such concerns."

In future prototypes, Kent and the rest of the production team will try to make the Revolight adaptable to more rim sizes. Members of the team also want to make the Revolight resilient to adverse weather conditions.

Schools eye strategic planning, building and curriculum issues

AS FAR AS what the district did well last year, Bennett said it provided curricular and extra-curricular programming for all students.

And it's not a surprise that his goals for the district for 2012 are just as ambitious.

"Our goals always will be focused on being the best district possible. As we are academically ranked in the top of all districts in Ohio, we will continue to strive to be No. 1," Bennett said.

"Many of our students who have taken these classes are starting college as a second-semester freshman or sophomores. This is a great financial and academic opportunity for our students."'

THIS ALSO will be a year of improvements to some buildings, such as adding a new roof at Miller this spring. The original roof dates back to when the school was built in 1967.

Remaining funds from the 2008 bond issue will cover the cost.

A grant will pay for most of the $48,316 cost to replace the lighting system, and the district's permanent improvement fund will pay for the remainder. The current lighting system is about 30 years old.

The school district also will be busy adopting new state education standards.

"We're implementing new state standards in all our core curriculums," Bennett said. "All districts are focusing on altering curriculums to meet the new testing standards to be implemented in 2014.

"A lot of energy is being put into upgrading all curriculums and increasing the academic rigor."

According to Bennett, the Board of Education hasn't decided whether to put any new or renewal levies on the ballot this year.

But he added with the state taking $2.3 million from the district's budget, the reduced funding is affecting the district's current programming.

Lights on falls to show Today Show's colours Thursday night

The American Falls will have a morning show feel to them Thursday night.

As part of the Today Show's 60th anniversary, NBC has arranged to have the show's familiar red, orange and yellow colours illuminated on both the American and Horseshoe Falls, starting at 5 p.m. Footage will be shown on Friday's Today Show, wrapping up a week of anniversary celebrations.

"We're having the Empire State Building lit up here in Manhattan, the Bellagio in Las Vegas, the CIRA Centre in Philadelphia," says NBC spokeswoman Monica Lee. "We're glad that everyone's joining from each area."

Lee says Niagara Falls was a "natural" choice for producers to tap, and Today Show hosts have been hyping it all week. The colours will be displayed until midnight.

Different colours are nothing new on the falls. Though it's usually charities that make requests to the Niagara Falls Illumination Board, exceptions are made for special events.

Using an LED computer-controlled system with unlimited lighting options, all of the bridge's arches and its Parker Truss are illuminated. Requests from the public are considered, so long as they support a local or national health issue. Otherwise, the bridge is illuminated to celebrate Canadian and American holidays and Bills and Sabres games.

Man pleads guilty to killing Arlington's Carl Diener in 2009

Roger K. Clark III, 20, of Severn pleaded guilty to first-degree murder Tuesday in Arlington County Circuit Court, several days before his trial was to start. Diener, 57, was attacked and stabbed in 2009 as he walked from his home to the nearby Sport & Health Club in Clarendon at 2:50 a.m., according to his sister, Patti Diener Lough. It was an unusual killing in Arlington, which recorded no homicides last year.

Clark was arrested in connection with a robbery and assault in Annapolis about three months before Diener was killed, according to online court records. Investigators matched his DNA, found in the pockets of Diener's sweatpants, to DNA captured by police in Maryland, Lough said she was told by investigators.

Lough said police told her that Clark did not serve prison time in the Annapolis robbery. If he had, she said, her brother would not have been killed.

"I have to relive that every day," Lough said. "This could have been avoided."
