Families get help with weatherization, energy assistance

As last winter began to approach, Skinner and wife of nearly 57 years Judith began to worry that it was finally going to “blow” and they’d be without heat.

“Being on a fixed income, I couldn’t replace it,” Glenn Skinner, 81, said. “I had no idea what we would do.”

Glenn Skinner, a retired preacher after 40 years at Main Street Church of God, lost his right leg in a train accident at the age of 18. He’d gotten around well for all those years with a prosthetic leg until he fell and broke his hip.

A family like this is the ideal candidate for assistance from Central Indiana Community Action Programs.

“We were just so grateful,” Judith Skinner said of the weatherization they received from CICAP. “We had a cozy winter and are just so thankful that there is something like this to help people like us.”

Weatherization is one of three main programs administered by CICAP; the others are energy assistance and family development.

CICAP, which is a division of JobSource, began in Madison County in 1983. This past year about 4,100 families were helped with energy assistance, 40 families with family development and about 60 families with weatherization.

After the work is done, Elliott said the energy auditors return for a final inspection and then educates the family about energy-saving measures.

“A big part of this is helping the homeowners save money but even more important is the health and safety factor,” he said. “We want to make sure everything is safe. And this also helps reduce the amount of fossil fuels being used.”

Are LED lightbulbs priced too high?

The most obvious expression of this is the lackluster results of light emitting diode (LED) chip technology pioneers such as Philips. This week, the company reported a loss for the fourth quarter; that follows some rather lackluster results for another LED technology manufacturer, Cree.

Mind you, Philips is a big company and it doesn't stake its entire busines on LEDs. However, as reported by Mark Halper at ZDNet sister site SmartPlanet, the company publicly admitted that the pricing for LEDs focused on consumer applications is still problematic. "The price point for LEDs in the consumer space is still a little bit out of reach," Philips CEO Frans van Houten told analysts on the Philips earnings conference call on Monday.

Later, a Philips spokesperson told SmartPlanet's Halper that the company believes pricing will go down for LED bulbs over the next couple of years because of "product/cost innovation and innovation."

SO, the company isn't exactly predicting a price cut, but it does acknowledge that the price point for LEDs is still too high — especially if you consider that prices for the most popular "other" incandescent replacement alternative sits somewhere in between the prices for "regular" bulbs.

As I've reported previously, prices for consumer LED lightbulbs are all over the map.

Some of the Philips 17-watt bulbs cost up to $40 each, depending on where you buy them. The most popular Philip 60-watt equivalent bulb (the AmbientLED 12.5W) runs about $25.

That's pretty expensive, except when you consider that (in theory) you really only have to place these bulbs once every 15 to 25 years. How many times do you replace incandescents during the course of a year? Picking the Brightest, Most Efficient Bulb

The light bulb used to be one of the simplest hardware-store purchases. Now a walk down the lighting aisle prompts an assortment of questions. Is it energy efficient? Will it switch on fast? Can I put it on a dimmer? What is a lumen? How long will it last? Why so pricey? Why is it a weird color?

Here's a brief guide to some bulb basics, with help from Consumer Reports ratings, and a peek at what the future holds for the light bulb.

Bulbs can be divided into three main categories: incandescents, compact fluorescents (CFLs) and light-emitting diodes (LEDs). We're most familiar with incandescents, which make use of technology from over 100 years ago. These cost the least, but emit heat and use up the most energy. An incandescent lasts an average of 1,000 hours, or 125 days when used for eight hours a day.

More recently, halogen incandescent bulbs have become popular. The bulbs, which cost as little as $3 for two, look and behave like incandescents by dimming and turning on immediately, but use less energy. The Philips EcoVantage line, which became available in April, uses 28% less energy: A 72-watt bulb replaces a 100-watt, and a 43-watt bulb replaces a 60-watt. Halogen incandescents last as long as a traditional incandescent bulb.

Compact fluorescents, the spiral bulbs that became popular about five years ago, use less energy than incandescents but made a rough first impression. Compared with incandescents, compact fluorescents can appear harsher in color and most don't turn on immediately. They're made of glass, like incandescents, cost about $5 to $10 each and have an estimated average lifespan of 10,000 hours, or about 3 years at eight hours a day. They contain a small amount of mercury and can be recycled at stores like Home Depot.

LEDs, which look roughly like the incandescents we're used to, are the latest hit in energy-efficient bulbs. They're also the most expensive, costing around $20 to $60 a bulb, though this will drop in coming months as they become more prevalent. These bulbs, which don't contain mercury, turn on immediately, even in cold weather.

Some are made of a durable plastic and many can be dimmed. Their light-emitting surfaces remain cool to the touch. The hue of light from these LED bulbs appears more like that of the traditional incandescents. They are estimated to save up to 85% more energy than standard incandescents, with a lifespan of 20,000 to 50,000 hours, or 20 to 40 years. At seven hours a day, one bulb could last an average of 17 years.

Cree results, forecast disappoint; stock slides

Cree Inc, a maker of LED lighting, reported a lower-than-expected quarterly profit and also gave a forecast for the current period that fell short of analysts' estimates, sending its shares down more than 5 percent.

The company also forecast third-quarter earnings of 18 to 25 cents a share, below Wall Street's average estimate of about 29 cents a share.

Cree shares were down more than 5 percent at $22.10 in after-hours trade after closing at $23.33 on Tuesday on the Nasdaq. The stock has lost more than 60 percent of its value since hitting a 52-week high nearly a year ago.

Red-light safety cameras are continuing to save lives and increase road safety throughout Florida. Recent results from the City of Pembroke Pines and the City of Miami Gardens police departments show considerable decreases in crashes at intersections with safety cameras.

When he takes the bench at veterans court, Baxter doesn't often ask the defendants about their experiences in uniform. The puppets took over Tuesday night at Emen's Auditorium, but anyone expecting the naughty, adults only, show that was advertised was disappointed. Much of the small audience, to be sure, was probably satisfied with that, which was the problem. The staging was fascinating. There was a bank of row upon row of puppets on one side of the stage opposite the six or so puppeteers. When puppeteers were told to "puppet up," each chose a puppet and moved to the center for the skit. The audience could watch the puppeteers in action or large screens on each side of the stage that showed only the puppets.Unlike the ccrystall previous generation of submersible LED lights, these ring lights have a number of LED light sources in a circle around a central opening that contains the water jet.

One of the most interesting insights into the mechanics of the puppets involved the "Grammy Girls," who had performed as backup singers for the Forget You Grammy performance with Cee Lo Green and Gwyneth Paltrow. Three puppeteers lay on their backs under the "stage" with their arms in the air working the puppets, while others also manipulated them from behind during a raucous song.

All of the puppeteers had top-notch improv credentials from troupes such as L.A.'s Groundlings, and it showed. They were a well-matched group.
