Good morning, thank you for being here. Thank you to Archbishop Aymond for today’s invocation. Thank you to the KIPP Renaissance band and Band Director Lionel Williams for their wonderful music. Thank you to our elected officials, and especially the City Council, whose partnership with us this past year has helped to lay the foundation for progress in the years ahead.

On Inauguration Day, nearly 365 days ago, we spoke about the challenges we must face together. We gave testament to the belief that there is nothing that cannot be fixed, no problem that cannot be solved. No divide that cannot be bridged. We are all one team. One fight. One voice. One city. We all agreed it begins with one single step.

We made a commitment to one another to stop thinking about the city we were and start building the city we want to become. A commitment to turn the page in our history. A commitment to come together, to find higher common ground, to reduce crime, to create jobs, to improve our schools, and to eliminate blight. Today, my optimism and faith is unshaken. My belief in the people of New Orleans and this city’s destiny remains unchanged. We are one city that will share one fate.

With eyes wide open, we told you about the state of City Hall as we found it. A government mired in budget problems. NORD in shambles. Technology systems on the
verge of collapse. A police department that too often failed to protect and to serve. Decaying infrastructure. A water distribution system bleeding forty percent of its water. A Sewerage and Water Board power plant from a different age.

We let the sun shine in because I firmly believe that the people of New Orleans will rise to the challenge and work together to fix our city’s very real problems. Through hell, high water, and oil – and we’ve had our share of all three – we are charting a new and different course.

Today, the state of our city is stronger than it was one year ago. And, it will continue to get stronger each and every day.

But while our city is one with great hope, we must remain steadfast as we fulfill our promise to bestow upon our children a city better than that which was given to us. So that in 2018, on our 300th birthday, we can present to the world a new New Orleans.

We will say that we are stronger, we are smarter and we are better than ever before. We will celebrate our 300th year as a world-class city.

As your mayor, I am accountable for making the government work.

This responsibility does not inspire lofty rhetoric or political platitudes. We all see it in the seemingly small things that people expect and are often taken for granted.

In our first year, we plugged the holes, steadied the ship and have begun to lay the foundation for change and transformation. From day one, we took decisive action to live within our means and eliminated an $80 million budget deficit. We made government smaller by downsizing programs and cutting contracts. We renegotiated all three sanitation contracts saving millions, while adding recycling which will start next week.

We furloughed all city employees, including my top-level staff, effectively cutting our pay by 10 percent. We took back 464 take home cars, reduced overtime and slashed hiring and travel expenses.

We promised you that our budget process would be different. Working together with every City Council member, we held community meetings across New Orleans, listened to what you said and funded what you asked for. And now we are delivering results.

In the first four months of 2011, we have already filled over 18,000 potholes, fixed over 3,000 streetlights. By the end of the year, we will have filled 30,000 potholes and fixed 16,000 streetlights. Miles of streets are being resurfaced from Crowder to Harrison, North Galvez to Magazine, St. Bernard Avenue to Berkley Drive.

We finally have a budget that is structurally sound, fiscally prudent and guided by the principles of cutting smart, reorganizing and investing in your priorities.

But the hangover from past budget practices still lingers. The city’s employee health plan racked up millions more in claims than had been projected last year.

THE LAST thing the taxpayer needs is another cash call to cover losses at a struggling financial services company as the upfront bill for the banks reaches €70 billion.

But losses at Quinn Insurance Limited (QIL), the largest Irish-owned insurer, mean all holders of general insurance policies such as motor and household cover will have to dig deep to help meet these losses.

The €706 million loss for 2009 and a €160 million loss for the first three months of 2010 will result in a €600 million call on the State’s Insurance Compensation Fund. Given that there is just €30 million in this fund, the losses are likely to lead to a levy on all non-life insurance policies in the State – possibly as high as 2 per cent.

QIL’s joint administrators, Michael McAteer and Paul McCann, of insolvency accountants at Grant Thornton in Dublin, said the first call on the fund,The brightness of the LED makes sharp led lamp black & white contrasts between the areas in and out of the LED light. amounting to €180 million, will be made later this year.

The Central Bank whose concerns over the financial health of the company led to the High Court’s appointment of the administrators in March 2010 has said the need to access the fund was “not unexpected in light of the serious and persistent solvency problems at QIL which led to its administration”.

A review of the fund will be carried by the Central Bank over the coming weeks, after which it will make a recommendation to the Minister for Finance Michael Noonan on how the fund will need to be replenished. The Central Bank stressed that it worked closely with the administrators to limit the call on the fund.

A mitigating factor is the structure of the sale of the profitable parts of the beleaguered Cavan insurer, which is being taken over in a joint bid by State-owned Anglo Irish Bank and the Boston-based insurer Liberty Mutual.

Anglo will try to pay off some of the Quinn family’s €2.88 billion in debts at the bank by taking the other 25 per cent share of the profits in that half of future spoils. The remaining 50 per cent of profits will go to Liberty.

The losses recorded in the 15 months to March 31st, 2010 – the date the joint administrators were appointed – have arisen primarily as a result of QIL’s disastrous foray in the UK market and particularly the loss-making professional indemnity insurance policies covering solicitors.

The UK insurance market has endured a torrid time over the financial crisis as increased claims and a higher incidence of fraud has led to spiralling losses for leanly priced companies. There is a higher incidence of claims in a recession and of legal actions against solicitors in a property downturn.

QIL had developed a solidly profitable business in Ireland by keeping costs down through the early settlement of claims and low overheads, but the company could not replicate this model successfully in the much larger UK market.

The price disparity between 2011 and 2012 continues to widen, with the second half of 2012 being at almost a $6 discount vis-à-vis the same months in 2011.

Cash settled cheese traded seven times electronically but 97 total; 90 of those trades were either EFR’s, block trades or some other ex-pit transaction. Prices nudged up in May but were unchanged in all other months.

We expect Class III to open mixed.

(CEG) in a stock-for-stock deal valued at about $8 billion, putting Exelon--the largest operator of nuclear plants in the U.S.--in position to resuscitate some nuclear development plans abandoned by Constellation because they were beyond its means. Akamai Technologies Inc.'s (AKAM) first-quarter profit climbed 24%, but its share price dropped 12% to $35.93 in pre-market trading after the Internet-content delivery company said Wednesday it was renewing contracts at lower prices for some customers and handling lower volumes on others.

Sprint Nextel Corp. (S) narrowed its first-quarter loss by nearly half as the wireless carrier weathered the introduction of the Verizon Wireless iPhone and continued to add customers. Shares rose 4.4% to $5 in pre-market trading.

Dow Chemical Co.'s (DOW) first-quarter earnings rose 34% as the company continued to benefit from a broad manufacturing rebound, resulting in double-digit increases in sales across its businesses and stronger prices supporting margins. The result beat analysts' expectations, sending shares up 2.2% to $40.80 premarket.

Aetna Inc.'s (AET) first-quarter earnings rose 4% as the health insurer continued to benefit from lower use of medical services and said that it agreed to acquire Prodigy Health Group from One Equity Partners for $600 million as the company continues to diversify.Though several vets inveighed against pet supply store the plan to bring the retailer to the city, the City Council eventually cleared Shares rose 6.1% to $42.25 premarket.

Norfolk Southern Corp.'s (NSC) first-quarter profit climbed 26% as each business segment reported higher revenue, led by a jump in demand for coal. Shares rose 3.1% to $70.50 in light pre-market trading, as the top line and adjusted earnings easily topped Wall Street's expectations.

Flextronics International Ltd.'s (FLEX) fiscal fourth-quarter earnings more than doubled, but the contract-electronics company predicted current-quarter results largely below expectations. Shares were down 7.5% at $6.95 premarket.

Urban Outfitters Inc. (URBN) shares lost 4.5% to $31.60 in pre-market trading following a sales update late Wednesday and shift in strategy at the company's Leifsdottir brand. Brean Murray backs hold rating, trims EPS estimates and says first-quarter comps "not a disaster...but we think margins will be." William Blair cuts to market perform from outperform, thinking "continued softness in sales trends will result in well-below-consensus earnings for at least the next few quarters."

Drug maker Celgene Corp.'s (CELG) first-quarter earnings rose 8.8%, beating analysts' estimates, as global market-share gains helped boost revenue. The company also raised its full-year earnings estimate. Shares rose 1.7% to $60 premarket.

Eastman Kodak Co. (EK) swung to a first-quarter loss and revenue dropped 31% as growth in its core digital growth business failed to mask film sales declines. Shares slid 3.2% to $3.07 in pre-market trading.

Community Health Systems Inc.'s (CYH) first-quarter earnings fell 12% on write-downs and loss on a sale, though revenue growth was better than expected. Shares were up 1.9% at $31.95 premarket.

Apollo Management LP has submitted a bid for BJ's Wholesale Club Inc. (BJ) estimated at more than $3 billion, the New York Post reported Thursday on its website, citing people with knowledge of the matter. Leonard Green & Partners LP along with TPG last month offered $3 billion for the warehouse chain. BJ's shares gained 4% to $53 in pre-market trading.

Toshiba Corp.'s (TOSYY, 6502.TO) medical-systems unit has agreed to buy supplier Vital Images Inc. (VTAL) for $273 million. Vital Images shares jumped 31% to $18.64 in pre-market trading, compared with the $18.75 offer price. The stock hasn't closed above the offer level since 2007.
